Abstract

When Harold Washington took office 1983 he formed five sub-cabinets that were responsible for the coordination, development and implementation of policies that cut across departmental boundaries. The Development Sub-Cabinet worked with several city departments including Departments of Economic Development, Planning, Housing, Cultural Affairs, Chicago Housing Authority and the Mayor’s Office of Employment and Training. Documents include reports, memoranda, correspondence and minutes.

Historical Note

The Development Sub-Cabinet was one of five sub-cabinets Mayor Washington established. The sub-cabinets were headed by a mayoral liaison who coordinated policies that cut across departmental boundaries. The Development Sub-Cabinet oversaw projects in several city departments, including Economic Development, Planning, Housing, the Mayor’s Office of Employment and Training, Cultural Affairs and the Chicago Housing Authority.

The other sub-cabinets were Community Services, Finance, Infrastructure and Public Safety/Regulatory. Like Development, the other sub-cabinets were responsible for the coordination, development and implementation of the Mayor’s policies that cut across departmental boundaries. The head of each sub-cabinet reported to the Chief of Staff.

Biographical Note

Harold Washington was the first African American mayor of Chicago, elected in 1983.

Harold Washington was born on April 15, 1922, at Cook County Hospital in Chicago. His parents, Roy Lee and Bertha Jones Washington, divorced when he was young, and he lived with his father in Chicago and attended boarding school in Milwaukee. Washington entered Chicago’s DuSable High School in 1939, served in the Civilian Conservation Corps for six months, enlisted in the military from 1943 to 1946, and returned to DuSable High School to graduate in 1946. After earning a bachelor degree at Roosevelt University in Chicago and a law degree at Northwestern University in Evanston, Ill., Washington enjoyed a career as a practicing attorney before he turned to politics.

Washington’s political career encompassed roles at the municipal, state and national levels of government. He served as Illinois State Representative for the 26th District from 1965 to 1976. He then became Illinois State Senator for the 26th District from 1976 to 1980. Washington ran for mayor of Chicago in 1977, but lost. In 1980, he became a U.S. Congressman for the 1st District and served in that post until 1983. Washington again ran for mayor in 1983, winning the Democratic primary election in February of that year and the general election in April. He was inaugurated on April 29, 1983 and was re-elected in 1987. Harold Washington died at 1:36 PM on November 25, 1987 of a cardiac arrest, just a few months into his second term as mayor. He is buried in Chicago’s Oak Woods Cemetery.

Scope and Contents

The records consist primarily of files of the Mayoral Liaison Benjamin Reyes and his two assistants, Shelley Sandow and Juanita Burris, and the Departments that reported to them. The records are particularly strong for information about Latino community organizations, economic development groups, economic studies of neighborhoods and other city and community agencies.

The records in the collection reflect the operations, programs and goals of the Development Sub-Cabinet. Formats include reports, minutes, memos, budget and other financial records, personnel issues, monthly reports and correspondence. For photographs, please see the Press Office Photographs Series.

The original order has been maintained and the files are arranged into two series:

Scope and Contents

The Project Files (boxes 10-16) are primarily the files of Benjamin Reyes. His files include planning documents, economic studies of various neighborhoods and reports from other city and community agencies. In many cases, these documents have been routed to Reyes from other sources, such as city departments, community organizations or the business community. There is also a great deal of correspondence, usually letters received or routed to Reyes, often concerning problems or concerns in the Latino community, or with personnel matters.
