Abstract

When Harold Washington took office in 1983 he formed five sub-cabinets that were responsible for the coordination, development and implementation of policies that cut across departmental boundaries. The Community Services Sub-Cabinet focused on the “people-oriented” departments of city government, including Human Services, Human Relations, Departments of Health and Aging and Disabilities and the Chicago Public Library. Records include reports, correspondence and minutes. Major topics addressed in the collection include the spread of AIDS, the construction of a new central library and education reforms.

Historical Note

The Community Services Sub-Cabinet was one of five sub-cabinets Mayor Washington formed. Like the other sub-cabinets, Community Services coordinated policies and projects that cut across city departments. It focused on projects with the “people-oriented” departments: Aging and Disability, Chicago Public Library, Health, Health Systems Agency, Human Relations, Human Services, Mayor’s Office of Inquiry and Information, Municipal Reference Library and Women’s Affairs.

The other sub-cabinets in Mayor Washington’s administration were Development, Finance and Administration, Infrastructure and Public Safety/Regulatory. The head of each sub-cabinet reported to the Chief of Staff.

Biographical Note

Harold Washington was the first African American mayor of Chicago, elected in 1983.

Harold Washington was born on April 15, 1922, at Cook County Hospital in Chicago. His parents, Roy Lee and Bertha Jones Washington, divorced when he was young, and he lived with his father in Chicago and attended boarding school in Milwaukee. Washington entered Chicago’s DuSable High School in 1939, served in the Civilian Conservation Corps for six months, enlisted in the military from 1943 to 1946 and returned to DuSable High School to graduate in 1946. After earning a bachelor degree at Roosevelt University in Chicago and a law degree at Northwestern University in Evanston, Ill., Washington enjoyed a career as a practicing attorney before he turned to politics.

Washington’s political career encompassed roles at the municipal, state and national levels of government. He served as Illinois State Representative for the 26th District from 1965 to 1976. He then became Illinois State Senator for the 26th District from 1976 to 1980. Washington ran for mayor of Chicago in 1977, but lost. In 1980, he became a U.S. Congressman for the 1st District and served in that post until 1983. Washington again ran for mayor in 1983, winning the Democratic primary election in February of that year and the general election in April. He was inaugurated on April 29, 1983 and was re-elected in 1987. Harold Washington died at 1:36 PM on November 25, 1987 of a cardiac arrest, just a few months into his second term as mayor. He is buried in Chicago’s Oak Woods Cemetery.

Scope and Contents

The records in this collection are primarily from the offices of Kari Moe, Administrative Assistant to the Mayor, and her three assistants: Charlotte Chun, Toya Dorham, Luz Martinez and the departments that reported to them. Charlotte Chun coordinated projects with the Department on Aging and Disability, Health Department and Health Systems Agency. Toya Dorham worked with the Chicago Public Library, Mayor’s Office of Inquiry and Information, Municipal Reference Library and the Women’s Affairs Commission. Luz Martinez liaised with the Commission on Human Relations and the Department of Human Services.

The records in the collection reflect the operations, programs and goals of these departments. Formats include reports, minutes, memos, budget and other financial records, personnel issues, monthly reports and correspondence. A very small number of photographs are listed here but for the majority of photographs, please see the Press Office Series.

Arrangement

Where possible the original organization has been maintained, although many of the papers were found loose-lying. Loose-lying papers have been marked as such on the files. The records have been split into six series:

Scope and Contents

Files (boxes 32-43) in this series are primarily, though not exclusively, concerned with the Design-Build Competition for Chicago’s new central library, which was later named after Mayor Washington. There is an almost complete collection of architectural drawings, renderings, schematic designs, design development sets and specifications from the five finalists. There are also files relating to the debate over the location of the new building and the renovation of the old Goldblatt’s store, financial details, copies of the contract for the entrants and contractors and details of the expansion requirements of the Library.
