Historical Note

The Press Office was part of the Office of the Mayor and as such Press Office staff worked very closely with the Mayor at all times. The Press Office was responsible for the mayor’s scheduling and for ensuring he was prepared for each event by producing briefing notes with detailed background information. Press Office photographers accompanied the mayor to most of these events and documented them with black and white photographs. The Press Office also prepared press releases, drafted speeches and clipped news articles on many topics. In addition the Press Office video-recorded the daily television news broadcasts from the major Chicago broadcast stations. The video recordings are available in the Mayoral Records, Press Office Videocassette Series and the photographs are available in the Mayoral Records, Press Office Photographs Series.

Grayson Mitchell served as Harold Washington’s first Press Secretary from 1983 until his resignation in January 1985. Mitchell also served as Press Secretary under the previous mayor, Jane Byrne, and there is a small amount of material from her administration included here. Mitchell’s replacement was Alton Miller who served from February 10, 1985 until the Mayor’s death in 1987. Alton Miller was with Mayor Washington in the mayor’s office when Washington suffered a fatal heart attack. Pat Michalski served as Deputy Press Secretary, and later as Press Secretary under Acting Mayor Eugene Sawyer.

Biographical Note

Harold Washington was the first African American mayor of Chicago, elected in 1983.

Harold Washington was born on April 15, 1922, at Cook County Hospital in Chicago, IL. His parents, Roy Lee and Bertha Jones Washington, divorced when he was young, and he lived with his father in Chicago and attended boarding school in Milwaukee. Washington entered Chicago’s DuSable High School in 1939, served in the Civilian Conservation Corps for six months, enlisted in the military from 1943 to 1946, and returned to DuSable High School to graduate in 1946. After earning a bachelor degree at Roosevelt University in Chicago and a law degree at Northwestern University in Evanston, Washington enjoyed a career as a practicing attorney before he turned to politics.

Washington’s political career encompassed roles at the municipal, state and national levels of government. He served as Illinois State Representative for the 26th District from 1965 to 1976. He then became Illinois State Senator for the 26th District from 1976 to 1980. Washington ran for mayor of Chicago in 1977, but lost. In 1980, he became a U.S. Congressman for the 1st District and served in that post until 1983. Washington again ran for mayor in 1983, winning the Democratic primary election in February of that year and the general election in April. He was inaugurated on April 29, 1983 and was re-elected in 1987. Harold Washington died at 1:36 PM on November 25, 1987 of a cardiac arrest, just a few months into his second term as mayor. He is buried in Chicago’s Oak Woods Cemetery.

Scope and Content Note

The records in this series were created by the Press Secretary, the Deputy Press Secretary and their administration and reflect the daily activities of the Press Office. The records served as administrative as well as informational files and consist of correspondence, reports, press clippings, press releases (including some in Spanish), schedules and briefing notes, speeches, proclamations and executive orders.

Of particular note are the collection of Harold Washington’s speeches as well as a collection of press clippings gathered after Mayor Washington’s sudden death.

Video recordings of the daily news broadcasts from the main TV channels in Chicago can be found in the Press Office Videocassette Series. Photographs taken by the Press Office staff can be found in the Press Office Photographs Series.

Arrangement/Series Description

Where possible, the original organization has been maintained. To assist researchers, the records have been split into 6 series: Papers of the Press Secretary/Deputy Press Secretary; Press Clippings; Press Releases; Executive Orders, Proclamations, Requests; Schedules and Briefing Notes; and Speeches.

Series 1. Papers of the Press Secretary/Deputy Press Secretary, 1979-1987. Boxes 1 – 4

This series is divided into three subseries: Papers of the Press Secretary, Grayson Mitchell; Papers of the Press Secretary, Alton Miller; and Papers of the Deputy Press Secretary, Pat Michalski. All of the files within each subseries are arranged alphabetically by subject. A small amount of files from Grayson Mitchell date from his service as Press Secretary for Mayor Jane Byrne. Records include correspondence, reposts, memoranda, resumes and plans from other city departments.

Series 2. Press Clippings, 1984-1991. Boxes 5 – 10

Files in this series are arranged chronologically. The Press Office collected and arranged clippings from media outlets into the following categories: Spanish; Black; Southwest and Southeast; Loop, South Loop, Near North, Gay, Union, College and National; Northeast and Northwest; Ethnic, Asian, Citywide, Statewide and Suburban. Of particular note are the press clippings that document the sudden death of Mayor Washington in November 1987, his funeral and the political situation in Chicago in the months that followed.

Series 3. Press Releases, 1983-1987. Boxes 11-15

Files in this series are arranged into two subseries: Chronological and Subject. Files in the Press Releases, Chronological subseries are arranged chronologically and some are written in Spanish. Files in the Press Releases, Subject subseries are arranged alphabetically by topic. These materials were prepared for media outlets by various Press Office staff though a small amount of press releases from 1984 and 1985 were transferred from the records of Lucille Dobbins, Administrative Assistant to the Mayor. (The bulk of Dobbins’ files can be found in the Finance and Administration Records of the Harold Washington Archives and Collections.)

Series 4. Executive Orders, Proclamations, Requests, 1983-1987. Boxes 16 – 20

This series is arranged by type of document (Executive Orders, then Proclamations, then Requests) and then chronologically by type.

Series 5. Schedules and Briefing Notes, 1984-1987. Boxes 21 – 95

This series is arranged into three subseries: Schedules and Briefing Notes, Index Cards; Schedules and Briefing Notes, Chronological; and Schedules and Briefing Notes, Alphabetical. The index cards provide a guide for press releases, proclamations and events, but researchers should consult the chronological and alphabetical lists for specific items in the collection. There may be index cards for press releases, proclamations or events that are not actually saved in the collection.

Series 6. Speeches, 1983-1987. Boxes 96 – 100

Most of these speeches were prepared by Brian Boyer or Marc Zalkin. The Mayor’s speeches are arranged first by year, then alphabetically by subject or title. At the end of this series are a small number of speeches given by others in the administration. Following the box and folder inventory below is a list that cross-references the speeches chronologically.
