Historical Note

The State Street Council was organized in 1929 to promote the business interests of State Street from Wacker Drive to Van Buren Street. Renamed the Greater State Street Council (GSSC) in 1982, the area of representation was expanded beyond State Street to encompass Chicago's central business district. Twenty-three years later, in 2005, the GSSC merged with the Central Michigan Avenue Association, becoming the Chicago Loop Alliance. As the Chicago Loop Alliance, the organization's mission is to

  • strengthen Chicago's competitive position as a mixed-use retail core
  • build on its existing hospitality, real estate, residential, cultural and institutional resources; and
  • contribute to Chicago's standing as a world-class city and tourist attraction.

The current 40-block service area is comprised of theaters, retail businesses, residences, and the largest college population in the state of Illinois. It is bounded by Dearborn Street to the west, Lake Michigan to the east, Wacker Drive to the north and Congress Parkway to the south.

Throughout its history the Chicago Loop Alliance has played an important role in the evolution of Chicago's downtown, by working closely with public and private agencies to develop business opportunities, infrastructure, public amenities, and cooperative marketing strategies. They have sponsored marketing, consumer, real estate and planning reports, many of which are found in this collection. In addition, the Chicago Loop Alliance has regularly produced annual reports and quarterly newsletters.

The Chicago Loop Alliance has historically hosted a number of public events including holiday parades and summer festivals such as State Street Days, Loop Alive!, Summer Stage and Celebrate on State. They also traditionally hold an annual luncheon meeting with guest speakers, as well as a yearly charity gala.

Scope and Content  

The materials contained in the Chicago Loop Alliance Collection (CLAC) document the evolution of State Street, physically, economically and socially from 1888 to 2006 as well as the activities of the Alliance from 1933 to the present day.

These papers also illustrate complex and pervasive issues in American cities during decades of great social and economic change, such as the decline of urban city centers and increased traffic congestion. They provide insight into City policies and procedures as well as the complicated processes by which public and private agencies cooperate on major planning and development projects, such as the redevelopment of State Street during the 1990s. A notable feature of the Collection is the material about the State Street (pedestrian) Mall. State Street was closed to vehicular traffic, except buses and taxis, from 1979 until 1996 in an effort to encourage more pedestrian traffic and hence increased revenues for stores. The earliest notion of a downtown pedestrian mall came in the 1950s; its planning, construction and marketing in the 1970s and 1980s; and finally, criticism and reassessment of the State Street Mall leading to its redevelopment in the 1990s.

Arrangement

When the collection was accessioned, the remnant of a subject and chronological organization was apparent. Whenever possible the original order of the material was maintained. A detailed description of each series is given above. The material is arranged chronologically within each subject series. Oversize materials are listed in the Separation Record at the end of the Box and Folder Inventory below. All photographs and other audiovisual material have been physically removed from the manuscript portion of the collection. Again, for descriptions for each audio/visual series, please see above.

The papers in the CLAC consist of eleven subject series followed by the audio/visual component.

Series I: Annual Reports, 1933 - 2001, not inclusive
Annual reports were published by the Chicago Loop Alliance for each year at the beginning of the subsequent year.

Series II: Annual Meetings, 1953 - 2006, not inclusive
The Chicago Loop Alliance holds an annual meeting (also called the Annual Luncheon) in January or February at the Palmer House Hilton Hotel. This series contains copies of many of the speeches given by distinguished keynote speakers at the luncheons.

Series III: Correspondence, 1941 - 1998
Contained in this series is correspondence between the Chicago Loop Alliance and a variety of groups, businesses, City agencies and individuals.

Series IV: Membership, 1944 - 2006
This series includes materials such as directories, newsletters, committee reports, agendas and the content of the first Chicago Loop Alliance website in 1999. It concerns subjects such as the annual galas and annual meetings as well as other Alliance activities.

Series V: Marketing and Promotions, 1933 - 2006
Gathered here are the Alliance's press releases and promotional publications for events such as State Street Days, Loop Alive!, Summer Stage and Celebrate on State.

Series VI: Retail and Consumer Studies, 1978 - 1996
Studies, questionnaires, surveys and retailing reports  prepared by a variety of marketing consulting firms are included in this series.

Series VII: Planning and Development, 1925 - 2002
This series chronicles the planning and physical development of State Street and the downtown area. These papers range from the earliest consideration of installing a pedestrian mall in the 1950s to reports and proposals on parking in the 1970s through the1990s.

Series VIII: Vision/Redevelopment of State Street, 1986 - 1999
This material recounts the process of reversing the State Street pedestrian mall, from the draft report titled Vision for the Future of Greater State Street to the program for the State Street Grand Re-Opening.

Series IX: Transportation, 1957 - 2002
This series contains planning documents and reports concerning pedestrians, mass transportation and a proposed but unrealized light-rail system called the Central Area Circulator.

Series X: Real Estate, 1951 - 1996
Gathered here are reports on retail, office and residential space in the Loop.

Series XI: Clippings, 1954 - 2003
Papers represented in these clipping files include: North Loop News, Inside, Chicago Loop News, The Daily Herald, Where Chicago, Crain's Chicago Business, Chicago Reader, River North News, Chicago Weekend, Chicago Social, The Daily Southtown, and New City. (Articles about the Loop published in local newspapers also may be found in many of the Library's online databases: Chicago Tribune Historical Archive (1849-1988), Illinois Newsstand (1985-present) and Chicago Sun-Times/SouthtownStar (1986-present).)

Audio/Visual: Photographs, 1895 - 2004
The photographs in this rich collection are of a consistently high, professional quality. There was very little original order to maintain, so the photographs have been arranged chronologically. For the older photographs, where possible, individual stores or buildings have been identified in the finding guide and the block numbers given. Of particular interest are rare, early 20th century images of the 400 and 500 blocks of what is now South State Street.

A small but significant number of photographs document State Street during the Second World War. Pictures of soldiers, military vehicles and equipment on parade, as well as War Bond drives, provide insight into Chicago's involvement in the conflict.

A more substantial portion of the photographs documents the annual Christmas celebrations on State Street. These include photographs of decorations being made and installed, parades, window displays and children and shoppers enjoying the season.

More recent photographs are color snapshots of street scenes on State Street and around the Loop as well as the annual Celebrate on State event, and other programs organized by the Greater State Street Council. A number of photographs show the Mall under construction in the 1970s. Complementing these images are photographs of the re-opening of State Street to vehicular traffic in 1996.

"Christmas on State. 1935-1963," a group of oversized black and white photographs mounted on card stock, has been maintained as a distinct group. They are in Oversize Photo Box 2. 

Audio/Visual: Slides, c. 1900 - c. 2000
The State Street Council, latterly the Greater State Street Council, produced slides for publication in their reports and promotional materials, and for slide show presentations.

A significant number of slides show retail development in the Loop from the late 19th century to the early 21st century. They range from shots of prominent buildings to Chicago Transit Authority (CTA) buses. There are a substantial number of slides are of the State Street Mall as well as storefronts and buildings along State Street after the renovation in the late 1990s.

The general shots complement the slides of specific buildings, for example, slides of Chicago Public Library's Harold Washington Library Center can be found in the general folders as well as in a folder devoted to the building (Audio/Visual Slides, Box 3, folder 9.)

At the end of this series are slides from slide show presentations, such as the Loop Retail Historic District (Audio/Visual Slides, Box 6, folder 5.)

Audio/Visual: 4x5 Negatives, 1961 - 1965
This small collection of 4x5 negatives was found together in one box and appears to have been made for promotional purposes. When accessioned they were identified with full dates (day, month and year; consequently they have been arranged by the archivist in chronological order). Any information written on envelopes has been noted in the finding guide. This series covers the years 1961-1965 and primarily shows promotional events on State Street and seasonal parades.

Audio/Visual: Video Tapes, 1958 - 2005
The majority of the tapes in this collection are VHS formatted tapes and are of news segments featuring State Street. There are also a number of promotional videos and tapes of specific events on State Street. The only BETA formatted tape deals with Chicago's Sesquicentennial Celebrations in 1987. The 2-inch master tapes date from the years when State Street was a pedestrian mall, and the 5 reels of 16mm films date from 1958 and contain footage of events on State Street.

There are 6 audiocassettes, most of which contain radio advertisements for Celebrate on State.

The Chicago Loop Alliance gave the collection to the Chicago Public Library in 2006.

Access

The Chicago Loop Alliance Collection is available to the public for research in the Special Collections and Preservation Division Reading Room on the 9th floor of the Harold Washington Library Center, 400 South State Street, Chicago, Illinois, 60605. The collection does not circulate, although photocopy and photo reproduction services are available depending upon the condition of the original materials. Some photographs are subject to copyright restrictions. Some oversize materials require 24 hour paging. First time patrons to Special Collections must present photo identification and complete a Reader Registration Form.   2. Christmas carols from the skies. Christmas carolers Frank Bennett, Ray Steiner, David Johnson, and Bernard Van Hefte greet Santa. The quartette then serenaded Chicago over WLS on December 23 from the skies, 1936
