Abstract

The Loisteen Walker collection contains materials acquired by Walker during her time working with, and for, Harold Washington’s mayoral campaigns and administration. Items relate primarily to two distinct subjects: the mayoral campaigns and legacy of Harold Washington, and the life and work of Edwin “Bill” Berry, a prominent civil rights activist who headed the Chicago Chapter of the Urban League, 1956-1970, and served on committees to elect Harold Washington as mayor of Chicago.

Biographical/Historical

Loisteen (Woods) Walker was a part of the Committee to Elect Harold Washington (1983) and the Committee to Re-Elect Mayor Washington (1987). She served as Assistant to Edwin C. “Bill” Berry during the Harold Washington for Mayor 1983 campaign. She was also part of the Women’s Network to elect Washington as Mayor. In 1987 she was appointed as Staff Assistant in the Department of Revenue during the Harold Washington mayoral administration. She went on to work in three other City of Chicago departments as Director of Human Resources: the Office of Emergency Management 911, the Department of Human Services and the Department of Family and Support Services. Walker was the last remaining appointee from the Washington administration when she retired from the City of Chicago in 2013. As of 2025, Walker remains active as the President of the Mayor Harold Washington Legacy Committee, whose mission is to perpetuate and honor the enduring legacy of Mayor Harold Lee Washington, through education, commemoration and annual voter education/registration events.

Edwin C. “Bill” Berry was the former Executive Director of the Portland Urban League before being sent to head the Chicago Chapter. Berry was heavily involved in issues of civil rights, community engagement, race relations, housing discrimination and more. He wrote speeches for Martin Luther King Jr., and he was the only Black member of the Chicago United organization.

After leaving his position at the Chicago Urban League, Berry worked as Special Assistant to George E. Johnson, CEO and President of Johnson Products Company (JPC), which at the time was the largest Black hair care manufacturer in the world. Berry was JPC’s face in the community and speechwriter to Mr. Johnson. It was at JPC that Loisteen Walker established her professional relationship with Berry. Walker worked for Berry from 1980 to 1984 at JPC on educational scholarships.

George E. Johnson donated $1 million of his personal money to start the GEJ Educational Foundation which assisted African American students to attend HBCUs (historically Black colleges and universities). Bill Berry became the Executive Director the GEJ Foundation, and Walker was the secretary to his assistant. Walker studied under both Berry and his assistant, where she learned how to screen, conduct interviews and work with the colleges to award students with scholarships based upon economic need. The untimely death of his assistant left only Berry and Walker to oversee the foundation. Berry promoted Walker to Executive Assistant to handle the tasks of the foundation.

In 1983, when Harold Washington was selected by an ad hoc political plebiscite group to run for mayor of Chicago, George Johnson loaned Berry, Walker and several other JPC staff members to the Washington for Mayor campaign, and Berry was chosen as the Campaign Chair. In 1987 when Mayor Washington committed to run for a second term, both Berry and Walker were no longer employed with JPC. Berry was selected by Mayor Washington as Campaign Chair, and Ken Glover was selected as the Campaign Manager for the Committee to Re-Elect Mayor Washington. Walker served as assistant to Ken Glover to run the daily operations of the campaign office. After the successful election of Mayor Washington, Walker was later hired to work with the City of Chicago. Bill Berry passed away shortly after Washington won re-election.

Series 2: Bill Berry, circa 1960-1987

Scope and Contents

Edwin “Bill” Berry was a prominent civil rights activist and was the head of the Chicago chapter of the Urban League from 1956 to 1970. Following his time at the Urban League, Berry served as a Special Assistant to George Johnson, the president of Johnson Products Co. He also moderated a weekend talk show on WGN-TV. Berry served as the chair of the Committee to Elect Harold Washington in 1983, was the co-chair of the 1983 Washington Transition Committee and served as the co-chair of the Committee to Re-Elect Harold Washington in 1987.

Scope and Contents

The three scrapbooks in Subseries B collect clippings, photographs, and letters related to Berry’s life and work. Scrapbook 1 consists primarily of materials related to the Chicago Urban League. Scrapbooks 2 and 3 were compiled to record two specific events honoring Berry: the 1980 Public Relations Society of America (PRSA), Chicago Chapter, Community Service Award (Scrapbook 2) and the 1970 Chicago Urban League Bill Berry Tribute Dinner (Scrapbook 3).

Subseries C contains photographs of Bill Berry and his associates, primarily at events with other individuals and groups.

Arrangement

Photographs have been arranged alphabetically by subject as best as possible. Photographs originally found in albums have been rehoused, and their original order maintained. Loose photographs are largely without context and most of the individuals pictured are unidentified. The photograph prefix denotes in which housing the photograph originally appeared, either in an album (1.1, 1.2, etc.) or loose (2.1, 2.2, etc.).
