Biographical Note

Joan Edair Scott Wallace was born in Chicago to William Edouard Scott and Esther Fulks Scott in 1930. She attended Englewood High School and graduated in 1948 as salutatorian. In 1952, Wallace graduated from Bradley University with a bachelor’s degree in Sociology and went on to earn her master’s in Social Work from Columbia University in 1954. In 1973, Wallace completed her doctorate at Northwestern University studying Experimental Social Psychology.

In 1954, Wallace married John H. Wallace, with whom she would have three sons. In 1979, she married pastor and activist Maurice Dawkins and the two remained married until his death in 2001. In 2003, Wallace remarried her first husband, John Wallace.

Wallace worked in several universities. From 1967 to 1973, Wallace held the position of Associate Professor of Psychology and Social Work and Director of Undergraduate School of Social Work and Department of Psychology at the University of Illinois, Chicago. While on leave from the University of Illinois Chicago in 1970, she was Director of Afro American Studies and Associate Professor of Sociology and Psychology at Barat College. In 1973, Wallace was made Dean of Howard University’s School of Social Work. From 1975 to 1976, she served as the Deputy Executive Director for Programs of the National Urban League. For the next year, Wallace was Vice President of Administration at Morgan State University before becoming Director of the Western Michigan School of Social Work in 1977.

In 1977, Wallace was appointed by President Carter to be Assistant Secretary for Administration of the Department of Agriculture, the first African American and the third woman to hold that position. She served until 1981, after which she represented the United States on the Board of Directors of International Cooperation and Development. In 1989, President George H. W. Bush appointed her the Inter-American Institute for Co-operation on Agriculture (IICA) Diplomatic Representative in the Republic of Trinidad and Tobago, which she held until 1993. Retiring from government work in 1995, Wallace then became Chairman of Americans for Democracy in Africa, an organization that monitored elections in countries in Africa. In 1999, Wallace went to Florida International University as Professor and Associate Director of the School of Social Work. In 2000, Wallace served as Commissioner of Volunteer Florida, the governor’s Commission of Community Service.

Joan Wallace has earned honorary degrees from University of Maryland, Eastern Shore, Bowie State College, and Alabama A&M University.

Scope and Content

The Joan Wallace Papers spans from 1901 to 2007 with the bulk of material from 1977 to 1994. It is arranged into seven series: “Biographical and Family History,” “Manuscripts” “Employment,” “Scrapbooks and Photographic Albums,” “Photographs”, “Audio/Visual” and “Memorabilia.” Wallace’s time as Assistant Secretary of the Department of Agriculture is well represented in this collection. A significant portion of the papers are scrapbooks and photo albums Wallace created from her many trips working in the Department of Agriculture. Materials include correspondence, administrative files, travel documents, photographs, reports, newspaper clippings, and biographical materials of both Joan Wallace and Maurice Dawkins. Of note are materials relating to and from her father, the painter William Edouard Scott. A small amount of materials are in Spanish and French.

Series 1: Biographical, 1901-2006, undated

This series is divided into four sub-series: Joan Wallace, Other Family Members, William Edouard Scott and Maurice Dawkins.

Subseries 1: Joan Wallace, 1944-2005, undated

Joan Wallace contains records related to Joan Wallace’s education, family, and work. Included are certificates, newspaper articles, correspondence, financial documents, event materials, speeches, travel information, business cards, and materials regarding her involvement with Lake of the Woods Church. Wallace’s educational materials are documented in this subseries which includes materials from Bradley University and copies of her dissertation from Northwestern University. This series is chronological within each subject category.

Sub-series 2: Other Family Members, 1920-2006, undated

This series documents her family’s history with Esther Scott’s estate papers and employment as the first Negro head of the Temporary Care Division of the Family Court of Cook County, Illinois, her sister’s and father’s report cards, materials relating to her painter William Edouard Scott, and loose pages from Scott family scrapbooks. This subseries is organized alphabetically.

Subseries 3: William Edouard Scott, 1925-2006, undated

This series contains correspondence between her parents, William and Esther Scott along with biographical information from newspapers and magazines and his painting catalogue exhibitions

Subseries 4: Maurice Dawkins, 1976-2005, undated

Materials relating to Joan Wallace’s second husband, the minister and civil rights activist Maurice Dawkins, are contained in this subseries. It includes Dawkins’s writings, correspondence, and materials relating to the Opportunities Industrialization Centers of Broward County, which Dawkins helped revive in 2001; Joan Wallace served on the board of directors after his death. This subseries is organized alphabetically.

Series 2: Manuscripts, 1900-2001

Manuscripts are divided in two subseries, Joan Wallace and Maurice Dawkins and others.

Subseries 1: Joan Wallace, 1948-1998, undated

This sub-series contains her writings and speeches. The speeches are arranged in chronological order.

Subseries 2: Maurice Dawkins, 1900-2001

This subseries contains Dawkins speeches and other writers. It has a few articles on his political ideology along with a few autobiographical chapters of his life in Harlem.

Series 3: Work History, 1974-2003, undated

This series consists of materials related to Joan Wallace’s professional life. It is divided into five subseries: Universities, United States Department of Agriculture (USDA), Inter-American Institute for Co-operation on Agriculture (IICA), Americans for Democracy in Africa and Other. Wallace’s work as Deputy Executive Director for Programs at the National Urban League in New York is not represented in this series.

Subseries 1: Universities, 1973-2003, bulk 1999-2003 (Bulk, 1999-2003)

This subseries documents Wallace’s administrative and teaching positions for different universities. Her work as Principle Investigator and Project Director of Project Enhance at Florida International University in Miami Dade County from 2001-2002 is well documented in this subseries. There are also materials related to her work as Director of the School of Social Work at Western Michigan University in Kalamazoo, Michigan; Vice President for Administration at Morgan State University in Baltimore, Maryland from 1976 to 1977; and as Associate Dean and Professor at Howard University’s School of Social Work in Washington, D. C. from 1973 to 1976. This subseries is arranged alphabetically.

Subseries 2: United States Department of Agriculture (USDA), 1977-1994, undated

Joan Wallace served as the Assistant Secretary for Administration in the United States Department of Agriculture from December 1977 to 1981. She also served as an Administrator for the Office of International Cooperation and Development at the United States Department of Agriculture from 1981 to 1989. This subseries includes travel materials, certificates, correspondence, work binders, news clippings, speeches, performance appraisals, and reports. This subseries is organized alphabetically.

Subseries 3: Inter-American Institute for Co-operation on Agriculture (IICA), 1986-1994, undated

Joan Wallace served as Diplomatic Representative to the Republic of Trinidad and Tobago for the Inter-American Institute for Co-operation on Agriculture from 1989 to 1993. During this time she was “on loan” from the United States Department of Agriculture. The Inter-American Institute for Co-operation on Agriculture was founded in 1942 to encourage, promote, and support activities in agricultural development and rural well-being. In this position she was often called “Joan of Agriculture” by the media. Materials in this subseries include certificates, correspondence, event materials, travel documentation, brochures, lease agreements, speeches, news clippings, and reports. The subseries is organized alphabetically.

Subseries 4: Americans for Democracy in Africa, 1994-1999, undated

Wallace began work as Consult and Chairman of Americans for Democracy in Africa in Washington, D.C. in 1995. This organization is a non-profit agency which is interested in United States policy in Africa including acknowledging the sovereignty of African countries. Americans for Democracy in Africa lobbies to remove the United States’ sanctions on African countries and it works to create and hold African Policy Forums throughout the United States. This subseries includes briefing books, brochures, correspondence, funding documents, proposals, reports, travel materials, Nigerian election information, and the organization’s newsletter entitled Toward Democracy. It is organized alphabetically.

Subseries 5: Other, 1974-2005

This sub-series contains information on her tenure as director of programs at the National Urban League and her work on the Florida Volunteer Commission. (See Box 30)

Series 4: Scrapbooks and Photograph Albums, 1917-2000, undated

This series contains scrapbooks and photograph albums kept by Joan Wallace. It is divided into five subseries: “Biographical,” “United States Department of Agriculture,” “Inter-American Institute for Cooperation on Agriculture,” “Urban League,” and “Americans for Democracy in Africa.” “Scrapbooks and Photograph Albums” is the largest series and these materials are the bulk of the collection.

Subseries 1: Biographical, 1917-2000, undated

“Biographical” includes six photograph albums and ten scrapbooks documenting Joan Wallace’s personal life. The photograph albums contain photographs of Wallace’s wedding to Maurice Dawkins, her trips abroad, and family. The scrapbooks cover Wallace’s time at Bradley University, her mother (Esther Fulks Scott), her father (William Edouard Scott), her travels, and includes Wallace’s baby book. This subseries is arranged alphabetically. Some materials in this series are unavailable due to their fragile nature.

Subseries 2: United States Department of Agriculture (USDA), 1977-1991, undated

The subseries contains three photograph albums and twelve scrapbooks depicting Wallace’s work at the United States Department of Agriculture. The final scrapbook listed in this series also includes information from Wallace’s work with the Urban League. The photograph albums and scrapbooks are listed alphabetically.

Subseries 3: Inter-American Institute for Co-operation on Agriculture (IICA), 1989-1991, undated

This subseries consists of three Inter-American Institute for Co-operation on Agriculture scrapbooks. It is organized chronologically.

Subseries 4. National Urban League, 1975-1976, undated

In this subseries are two scrapbooks from Joan Wallace’s’ work with the Urban League. It is organized chronologically.

Subseries 5. Americans for Democracy in Africa, 1997, undated

This subseries includes two photograph albums from Joan Wallace’s involvement in Americans for Democracy. It is organized alphabetically.

Series 5: Photographs, 1914-2003, undated

This series contains photographs of Joan Wallace’s personal and professional life. The bulk of the photographs is of the Scott family. There are also many photographs documenting Wallace’s move throughout the political and civil rights arena of the United States government: Leon Sullivan, Rosa Parks, Presidents Lyndon Johnson and Jimmy Carter, and Vernon Jordan. These photographs also document her role at the USDA around the world. This series is chronological.

Series 6: Audio-Visuals, 1988-1996 undated

The videotapes include Wallace’s travels, interviews, events she attended, and her farewell party speeches from her United States Department of Agriculture post in 1989. The audio-visual materials are arranged chronologically.

Series 7: Memorabilia, 1901-2003, undated

This series includes awards and plaques given to Joan Wallace and Maurice Dawkins. Of special interest is William E Scott’s report card from 1901 and Wallace’s diploma from 1944.
