Biographical Note: William Bailey Wickersham, 1844-1908

William Bailey Wickersham was born on a farm near Lewisville, Indiana on March 4, 1844. He was appointed the first Secretary of the Board of Directors in 1872 and served as such for 36 years until his death in 1908. Before being appointed Secretary, Wickersham applied for the position of Librarian of the Chicago Public Library (see: Early CPL, Papers of the President, Box 1, Folder 92.) His profession was schoolteacher, and he served one year as Superintendent of Schools at Blue Island, IL, and four terms as the President of the High School Board of Lyons Township. He was a prohibitionist and was a member of the Society of Friends and President of the Village Board of Western Springs, IL. William B. Wickersham died in Los Angeles on October 15, 1908 after a 7-month leave of absence.

Scope and Content

Boxes 1-8:

The Papers of the Secretary of the Board of Directors consist mainly of correspondence to and from W.B. Wickersham. There is a significant amount of information regarding domestic and international donations when the Library was being established. Documents which detail the shipping of the books, including customs declarations and notices of arrival into US ports are in this sub series. In addition to this, there is information regarding legislation, which authorized the City of Chicago to raise taxes to maintain a free public library. The majority of this sub series regards general library business, primarily correspondence about Library subscriptions to publications and periodicals. A small amount of material relates to employment matters, the construction of the Cultural Center, and the special book fund. Researchers are reminded to look at other subsections within the Early Chicago Public Library Series (Papers of the President of the Board of Directors; Papers of the Librarian) as well as the Proceedings of the Board of Directors and the Annual Reports of the Chicago Public Library.

Boxes 9-27:

These boxes were processed two years after boxes 1-8 were processed.

These files are more general in nature than the first 8 boxes and tend to deal more with the everyday running of a growing urban library. Major subjects covered here include: the construction of the new Central Library; the operation of delivery stations; the Library’s financial relationship with the City of Chicago; correspondence with Corporation Counsel in various legal matters; and employee request for salary increases, vacation time and leaves of absences.

Records of Claim, or “T” Documents seem to be decisions of issues that required legal advice. The Library’s original filing numbers have been maintained although it is clear this numbering system was imposed some time after these documents were created. Thus, T-57 dates from 1902 while T-16 is dated 1904. Petitions to the Board are primarily petitions from staff members asking for time off or for a change in work circumstances. Those petitions marked with an “L” appear to be have been denied, while those marked with a “K” seem to have been granted. As with the Records of Claim, these seem to have had numbers assigned to them some time after their creation as they are not chronological. From the numbering system it appears that the numbers were assigned sometime around 1899. K-1 through K-373, which date from before 1899 are arranged roughly alphabetically, regardless of year and those numbered K-374 and higher are arranged chronologically, beginning in 1899 when the new filing system was adopted.

Arrangement

Boxes 1-8:

Wickersham’s original organization has been maintained as far as was possible and duplicated to other sub series within the Early Chicago Public Library Series. The archivist has however, combined three smaller breakdowns, labeled “Reading Room”, “Letters from Washington”, and “Culver, Page & Hoyne & Co.” into one larger subject heading, “General Library Business” to facilitate researchers. Item level description has been completed given the nature of these documents and their age. The archivist has also arranged the documents into chronological order within each subject heading.

Boxes 9-27:

Since the provenance for these files is unknown, they have been largely maintained as they were found, that is, arranged by document type. Reports have been arranged chronologically; outgoing correspondence is arranged chronologically but indexed within each copy book; incoming correspondence has been arranged alphabetically by last name of sender or sending institution. Researchers ought to be aware that in some cases letters are arranged by the name of the person signing the letter, while in other cases they are arranged by the name of the organization/company/institution on the letterhead. Correspondence from notable individuals, for example Jane Addams and Melvil Dewey, are filed separately from the general correspondence, though still within the alphabetical structure.

The Records of Claim, “T” Documents and the Petitions to the Board, “L” and “K” Documents are arranged according to the number assigned them by the Secretary. This numbering system was imposed sometime after they were created and they are not chronological. Thus T-57 dates from 1902 while T-16 is dated 1904.
