Abstract

The Chicago Loop Alliance, formerly known as the State Street Council and the Greater State Street Council (GSSC), was founded in 1929 to promote the business interests of downtown State Street. This collection documents the activities of the organization through correspondence, marketing materials, meeting minutes, newsletters, photographs, press releases, studies, reports, and audiovisual resources. Among the projects was the closure of vehicular traffic on State Street and its transformation into a walking Mall between 1979 and 1996.

Biographic/Historical

The State Street Council was organized in 1929 to promote the business interests of State Street from Wacker Drive to Van Buren Street. Renamed the Greater State Street Council (GSSC) in 1982, the area of representation was expanded beyond State Street to encompass Chicago’s central business district. Twenty-three years later, in 2005, the GSSC merged with the Central Michigan Avenue Association, becoming the Chicago Loop Alliance (CLA). As the Chicago Loop Alliance, the organization’s mission is to strengthen Chicago’s competitive position as a mixed-use retail core build on its existing hospitality, real estate, residential, cultural and institutional resources, and contribute to Chicago’s standing as a world-class city and tourist attraction.

The current 40-block service area is comprised of theaters, retail businesses, residences, and the largest college population in the state of Illinois. It is bounded by Dearborn Street to the west, Lake Michigan to the east, Wacker Drive to the north and Congress Parkway to the south. Throughout its history the Chicago Loop Alliance has played an important role in the evolution of Chicago’s downtown, by working closely with public and private agencies to develop business opportunities, infrastructure, public amenities, and cooperative marketing strategies. They have sponsored marketing, consumer, real estate and planning reports, many of which are found in this collection. In addition, the Chicago Loop Alliance has regularly produced annual reports and quarterly newsletters.

The Chicago Loop Alliance has historically hosted a number of public events including holiday parades and summer festivals such as State Street Days, Loop Alive!, Summer Stage and Celebrate on State. They also traditionally hold an annual luncheon meeting with guest speakers, as well as a yearly charity gala.

The Chicago Loop Alliance is a not-for-profit business association.

Scope and Contents

The materials contained in the Chicago Loop Alliance Collection document the evolution of State Street, physically, economically and socially from 1888 to 2006.

These papers illustrate complex and pervasive issues in American cities during decades of great social and economic change, such as the decline of urban city centers and increased traffic congestion. They provide insight into City policies and procedures as well as the complicated processes by which public and private agencies cooperated on major planning and development projects, such as the redevelopment of State Street during the 1990s. Of note are the materials about the development of the pedestrian mall on State Street. State Street was closed to vehicular traffic, except buses and taxis, from 1979 until 1996 in an effort to encourage more pedestrian traffic and hence increased revenues for stores. The earliest notion of a downtown pedestrian mall came in the 1950s; its planning, construction and marketing in the 1970s and 1980s; and finally, criticism and reassessment of the State Street Mall leading to its redevelopment in the 1990s.

Arrangement

The collection uses the subject and chronological order that seemed to most apparent when the collection was acquired. Efforts were made to retain the original order of the material when possible.

Scope and Contents

Series 2 consists of materials related to the organization’s formal annual meeting. These materials include agendas, flyers, invitations, meeting notes, programs, reports, speeches and tickets.

The Chicago Loop Alliance held an annual meeting (also called the Annual Luncheon) in January or February at the Palmer House Hilton Hotel. Series 2 includes copies of speeches given by many of the keynote luncheon speakers.

Series 12: Photographs and Audiovisual Materials, circa 1888-2005, undated

Scope and Contents

Series 12 includes photographs, slides and negatives that span over a century and depict buildings, businesses, council activities, public events, parades and urban development projects like the 1970s construction of a pedestrian mall and its later removal.

Block numbers and businesses have been noted, when known, for some of the older photographs. These include images of the South Loop, including the 400 and 500 blocks of S. State Street. Among the State Street events are Christmas celebrations, performances, shopping promotions, street scenes and World War II parades with military vehicles and War Bond drives.

Box 39 contains photographs mounted on presentation boards showing Christmas scenes, 1935-1963. These images are prefaced with the phrase “Christmas on State Street.” There may be some duplication between these mounted selections and loose photographs in the folders.

Boxes 40-45 contain slides. These images are described alongside other photographic formats, but housed separately. The number of slides in each folder is indicated in parentheses.

The State Street Council created a selection of the slides from photographs in reports and promotional materials to be used for slide show presentations. Many of the slides show retail development in the Loop from the late 19th century to the early 21st century. They range from views of prominent buildings to Chicago Transit Authority (CTA) buses. There are a substantial number of slides are of the State Street Mall as well as storefronts and buildings along State Street after the renovation in the late 1990s. The general shots complement the slides of specific buildings, for example, slides of Chicago Public Library’s Harold Washington Library Center can be found in the general folders as well as in a folder devoted to the building (Box 42, Folder 9.)

At the end of this series are slides from slide show presentations, such as the Loop Retail Historic District (Box 45, Folder 5.)

4 x 5 Negatives, 1961-1965 Box 46

This small collection of 4 x 5 negatives was found together in one box and appears to have been made for promotional purposes. When accessioned they were identified with full dates (day, month and year; consequently they have been arranged by the archivist in chronological order). Any information written on envelopes has been noted in the finding guide. This series covers the years 1961-1965 and primarily shows promotional events on State Street and seasonal parades.

Box 46 contains 4” x 5” negatives taken by the State Street Council. The descriptions were taken from the envelopes housing the negatives.

Scope and Contents

Series 13 contains videotapes and audiocassettes on State Street news segments along with events or promotional content. The bulk of the videotapes are VHS format, although Chicago’s Sesquicentennial Celebrations in 1987 was captured on the BETA formatted tape. The 2-inch tapes date from the years when State Street was a pedestrian mall, and the 5 reels of 16mm films date from 1958 and contain footage of events on State Street. In addition, there are 6 audiocassettes, most of which contain radio advertisements for Celebrate on State.
