Organizational History

The Coalition of Black Trade Unionists (CBTU) held its founding convention in Chicago September 23-24, 1972. More than 1,200 African American union leaders and rank and file activists, drawn from 37 different national and international unions, met to discuss the role of Black trade unionists in the U.S. labor movement, and the continuing problems of discrimination “within the house of labor.” The meeting was convened by five black union leaders—William Lucy (AFSCME), Nelson “Jack” Edwards (UAW), William Simons (Washington Teachers Union), Charles A. Hayes (UFCW), and Cleveland Robinson (Distributive Workers of America). They were alarmed that the AFL-CIO Executive Council declared itself “neutral” in the 1972 presidential election between incumbent President Richard Nixon and the Democratic Party nominee, George McGovern. They were convinced that this position would lead to the re-election of Nixon, and the continuation of policies “insensitive to the rights of workers, minorities, and the poor.”

The most important outcome of the conference was the establishment of a permanent organization, which the organizers envisioned as “a progressive forum for black workers to bring their special issues within unions as well as act as a bridge between organized labor and the black community.” The founding of CBTU followed a decade of struggles by African American workers seeking entry into previously all-white job classifications and the rise and decline of another organization representing black workers, the Negro American Labor Council (NALC).

In Chicago, the CBTU was led by Charles A. Hayes, the national vice-president of the United Food and Commercial Workers (UFCW) union. The Chicago chapter of the CBTU initially met at the UFCW District 1 hall at 4859 S. Wabash. They were active in union organizing campaigns, electoral politics, civil rights and anti-discrimination activity, and in community affairs. Each year the chapter sponsored an awards dinner, honoring individuals with exemplary service to the labor movement and in community work. They also sent a large delegation to the annual CBTU International Convention.

Beverly Sandifer, for many years the Chief Steward of AFSCME Local 1215 at the Chicago Public Library, has been a dedicated member of Chicago Chapter of CBTU. Beginning in 1992, she preserved and donated her collection of documents, photographs and memorabilia from Chicago Chapter and National CBTU work to the Vivian G. Harsh Research Collection of Afro-American History and Literature, Chicago Public Library.

Scope and Content Note

The Chicago Chapter, Coalition of Black Trade Unionists Archives documents the work of African American members of trade unions in Chicago and its metropolitan area who committed their time and energy toward the advancement of the interests of African American members of trade unions and toward building stronger relations between the trade union movement and the black community. The archives contain records of the Chicago Chapter of CBTU, participation by members of the Chicago Chapter in the annual international conventions of CBTU, in periodic meetings of CBTU Region 6, and in a variety of other civil rights and labor organizations with like-minded goals.

Series 1: Chicago Chapter, Coalition of Black Trade Unionists (CBTU)

This series includes Chicago Chapter, CBTU notices of meetings, membership applications, financial reports, and materials promoting the chapter’s annual awards dinners. The records, which extend from 1989 through 2012, are presented in chronological order. Most of items were mailed to Beverly Sandifer, or collected by her at Chicago CBTU functions.

Series 2: National/International Conventions, Coalition of Black Trade Unionists (CBTU)

Members of the Chicago Chapter, CBTU attended all of the annual national, or later international, CBTU conventions. At these conventions they participated in general sessions, workshops, awards ceremonies and social events. This series contains Convention Calls, Programs, Reports from the Executive Council, Chapters and Regions, Submitted Resolutions, Women’s Conference proceedings, and documents received by the delegates. Also included are handwritten notes on the conventions taken by Beverly Sandifer. This series is arranged chronologically. Items from other organizations which were available at the CBTU conventions are not included in this Series. They can be found in Series 5: Other Organizations.

Series 3: Other National CBTU Materials

Materials from national CBTU or its constituent chapters which were distributed separately from the annual convention are included in this series. They include a history and a mission statement for CBTU, copies of the “CBTU Voice,” the organization’s periodical, and a national list of CBTU chapter presidents. Of special interest is the “Report from the National Black Peoples Unity Convention (NBPUC): A National Black Economic Agenda,” held in Gary, Indiana in 2006. The items in this series are arranged alphabetically.

Series 4: CBTU Region 6

Members of the Chicago Chapter of CBTU were included in annual meetings of CBTU Region 6, a geographical region covering the upper Midwest and Great Lakes area. The meetings helped them coordinate activities broader than those in their metropolitan area. Items from the Region 6 meetings are arranged chronologically.

Series 5: Other Organizations

Materials from a wide variety of labor unions, civil rights organizations, community groups, health organizations, newspapers and magazines, and governmental agencies were collected by Chicago Chapter CBTU members at annual international CBTU conventions. These materials document the breadth of activism and interests of CBTU members. This series is arranged alphabetically.
