Inspector Borlú, of the Extreme Crime Squad in the declining European city-state of Besźel, investigates the murder of Mahalia Geary, a foreign student found dead in the street.
His investigation leads him to Besźel’s rich and vibrant twin city, Ul Qoma, which – despite its proximity – is kept separated from Besźel through complex traditions and force of law.
The twin cities roil with political struggles between Unifactionists, who fight to bring the cities together, and the Separatists determined to keep them apart. But this police investigation grows even more puzzling when clues begin to hint at the presence of a third, legendary city existing in the spaces between the two.
