Note: The official text is not available. The following is the text of remarks as reported in the Chicago Daily News April 17, 1923.

"Somehow to-night I feel that I should not make an extended speech. Nothing is gained from the mayor's chair by long speeches. It was my good fortune to have served in this body under three mayors. The mayor's office is going to be wide open and political affiliations will have no hearing."
